I replaced my power supply but when I attempted to boot up..? - solid power supply

PC power button displays an orange light and a black screen on the monitor. When I try to shut down the computer (hold the power button for 10 seconds), the computer will not shut down. The offer is bad? Why does not this work? Suggestions? Thank you in advance.
